Project Description

Vantage Contractors served as Construction Manager for the U.S. Virgin Islands STEP Program Emergency Housing Repairs (EHRVI), delivering rapid residential restoration services for communities devastated by Hurricanes Maria and Irma across St. Croix. This complex remote island operation required managing extensive logistical challenges including shipping constraints, vehicle shortages, material availability issues, and local labor limitations while maintaining aggressive repair timelines. The program focused on restoring essential housing for families displaced by the unprecedented back to back hurricane impacts that severely damaged St. Croix’s residential infrastructure.

Scope of Project

Program Management – Oversaw comprehensive emergency housing repair program including work order scheduling, crew coordination, and material procurement across St. Croix’s affected communities.

Quality Assurance – Implemented rigorous inspection protocols to ensure all repairs met program standards while balancing rapid deployment requirements with homeowner satisfaction.

Stakeholder Coordination – Maintained close collaboration with Virgin Islands Housing Finance Authority and local officials to adapt work plans to evolving program requirements and community needs.

Resource Management – Developed creative solutions for local labor constraints and material availability issues while maintaining safety standards and production targets.

 

Result:

Vantage successfully restored over 1,800 homes for hurricane affected families, demonstrating proven capability to manage large scale disaster recovery programs in challenging remote environments while maintaining quality and safety standards.
